The conversation was focused on the transfer of more money to buy D.C. Metrorail tickets for a reconnaissance of the D.C Metro tunnel intersections, as well as sundry increases in their spending money. HUMINT (Notional – for Education Purposes Only) An unnamed member of the Somali community in northern Virginia contacted the FBI with information about two Somali and three Libyan men who recently came from terrorist training camps in Somalia. The men were supposedly conducting surveillance on the D.C. Metrorail lines and two D.C. power plants. The informant had no information about when or exactly where they focused their work. Questions: Using the above background information and the attached document, which includes supporting graphics), develop a GEOINT assessment detailing the following questions: What are the most likely approaches to the D.C. power stations and why? Which points along the D.C. Metro track system are likely targets and why? In which D.C. police district do the power stations and likely metro stations lie, and what are the implications? What type of GEOINT sensors, of any type, might be employed to support planning and response for an attack on the metro stations and power stations? What airborne or spaceborne sensors would be useful? What terrestrial sensors would be useful? What are the limitations of GEOINT in this scenario? Ensure to be detailed when discussing airborne, terrestrial, and space-based sensors, what they provide, and how the data and derived GEOINT analysis can support law enforcement in this scenario. What intelligence requirements can GEOINT not answer in this scenario? What are GEOINT’s weaknesses?
